I was browsing through recipes and found one for red lobster Biscuits (found in Breads & Scones post) and it calls for Selter under liquids. Could someone please advise me what this is.

seltzer is carbonated water - similar to club soda - but club soda can have salts in it as well (read the label).
you can find it the mixers section of the grocery store.

Sounds like a typo for seltzer.
